3. Purpose of the Activity
To further stimulate the foreign college students’ enthusiasm and interest for learning Chinese, enhance their understanding of Chinese language and culture by creating a platform for them to show their Chinese proficiency and to communicate and learn from each other.

6. Organization
The organizing committee for the 8th “Chinese Bridge”—Chinese Proficiency Competition for Foreign College Students is composed of the sponsor and responsible organization (below referred to as the “organizing committee”) and is responsible for decisions and approval of large events such as competitions.
7. Contestants
Present foreign college students less than 30 years of age with foreign nationality, born and raised in a foreign country and whose mother tongue is non-Chinese.
8. Contents of the Competition
•Chinese proficiency
Chinese listening, speaking, reading and writing skills
•Knowledge about Chinese national conditions
The collection of contest questions will be released on www.chinesebridge.org, www.hanban.org, and www.confuciusinstitute.net.

•Chinese culture and skills
Chinese songs, music, dance, Cantonese operatic songs, acrobatics, musical instruments, calligraphy, painting, paper-cut and Kung Fu, etc.
•Comprehensive ability
Mainly tests contestants’ ability for comprehensive learning and practical application.
9. Competition Forms and Arrangements
The competition is divided into three stages: preliminaries, semi-finals and finals. Preliminaries will be held in foreign countries, with semi-finals and finals being held in China. The costs of lodging, meals and transportation for the contestants who will come to China to participate in the finals will be provided by the organizing committee, which will also take charge of uniformly arranging contestants’ return to their home countries.
(1) Preliminaries (March 1st to May 31st, 2009)
Three methods will be used to select semi-finalists.
Selected by the Education and Culture sections of Chinese Embassies or Consulates in foreign countries, Confucius Institutes and relevant educational institutions;
Recommended by colleges and universities offering Chinese courses for students;
Selected directly in overseas countries by the organizations responsible for semi-finals and finals.
Personal video information relevant the “content of the competition” and related documents should be submitted to the organizing committee. From May 25th to June 5th, 2009, the organizing committee will select 110-120 students to come to China and participate in the semi-finals.
(2) Semi-Finals & Finals (Promotion March, July 9th to August 7th, 2009)
30 contestants will be selected through tests in Chinese proficiency, knowledge of Chinese national conditions as well as Chinese culture and skills.
    First, second, third and individual prizes will be selected through Top 30.
10. Awards and Incentives
(1) Awards
   1 Special Award, 5 First Awards, 6 Second Awards and 18 Third Awards.
   10 Individual Awards.
   10 preliminary organization units will be granted Outstanding Organization Awards.
(2) Incentive Methods
Special Award: full scholarship for degree study in China (valid for three years starting in 2010) including round-trip transportation fees as well as the title of “Excellent Chinese Language Envoy”.
    First Award：full scholarship for degree study in China (valid for three years starting in 2010) including round-trip transportation fees as well as the title of “Chinese Language Envoy”.
    Second Award: scholarship for 1-year study in 2010 in China as well as round-trip transportation fees;
    Third Award: scholarship for 6-week study in 2010 in China and round-trip transportation fees;
    Individual Award: scholarship for 6-week study in 2010 in China provided by Hanban or Hunan Provincial Department of Education.
    All contestants coming to China will be awarded Commemorative Certificates.
11. Judges
A Judging Committee composed of language, culture and art experts will give on-site evaluation during the semi-finals and finals.
